The stat adjustments are really minor though, they mostly just help the minions passively win a lane in time without additional champion support.

This is a good philosophy. It prevents people from completely abandoning a lane, as well.
I actually like that the winning team has a slightly tougher time -- longer respawns and weaker minions. It makes them work for the entire game, as opposed to getting 3 points and just sitting on them the entire time.
