Leave time punishment does nothing

There are still leavers almost every first game I join. Then theres the times when the server screws up.. and i have to relog, and get time delayed for doing nothing..... i say take it out, its not deterring anyone.

I'm pretty sure leaving in the competitive area of the game, and being reported is going to leave a much higher penalty(What I'm trying to say by this is a LOT less leniancy for leavers). I believe in one of the Q&As Riot did for someone talked about that.
