Also, this would be either incredibly overpowered considering Vladimir and Jax or mostly useless to make the item not overpowered on those two, who have plenty of items to get anyway.

It doesn't seem like this would be enough to really make vlad a problem. He would definitely want to build it, but it wouldn't make him OP. It would be more of a problem for jax, but it wouldn't do anything that the current atma's doesn't already do.

Mirror items are boring. The idea is to be able to build some tankyness without sacrificing so much offensive power. Surely there are more ways to do this than atma's clones.

They are tanky items, but this item has been suggested time and time again and if Riot ever implements it, well A) Tanky DPS shall forever rule and B) Jax and Vlad will become the most OP champions in the game with Singed coming in at a close second.
