This. This all the way. Madred's Bloodrazor doesn't suffer from being underpowered, it suffers from not being cost efficient. 2538.989 is the efficiency of the stats, leaving the passive out of it. All items that cost <3000 gold with unique passives are cost efficient without that passive. If Madreds were to drop the Pickaxe (and the AD was lowered to compensate), the item would STILL not be 100% cost efficient by itself BUT it would be affordable and useful.
