At any rate, anecdotal evidence from actual gameplay so far points to agreement with this, it's worse, but not HUGELY worse. He's certainly still going to be viable in mid Elo, and still certainly not for high Elo premades, and he can't be with his current design because he's a melee burst champion who can't tank.

The change between old and new is considerably smaller when you have no damage items, and even at "many" (no wep dmg at all, obviously, cuz thats where the glitch was...) points the new one is better. I wouldn't call very little -> no bonus damage "many data points", but he is the riot poster not me.
As you add more attack damage items the gap becomes increasingly larger.
As you add more base damage the gap becomes mildly smaller.
In an all out worst case scenario you're going to be seeing about a 40% reduction in damage output.
In an average scenario you're going to see about a 20% reduction in damage output.
In the best possible scenario, i.e: you have no damage items to trigger the previous glitch (lol obviously) then the new HSS actually does more damage.
