I will make this as clear as possible:
Whether you won or not is completely irrelevant.
Her Q is working as intended.
Fixing is unnecessary. Player skill determines how well it works.
There are players that are amazing bots (and in some rare cases tops) as Soraka, and then there are people that have no clue what they're doing.
The Q shred is in my opinion and the opinion of others that play her/ against her/ with her that I have spoken to, just fine.
Besides, changing the shred would be somewhat difficult, especially because it his her MAIN DAMAGE ABILITY.
In this one situation, which is incredibly hard/ unlikely to be achieved, she deserves to be OP. The fact that she 10 stacked you is amazing, and therefore deserves to be OP. This does not need fixed.
If her q shred may be underpowered without 10 stacks, that's because it is an AOE that hits all targets in the vicinity and is spamable.
If you want it 'fixed', at least give a specific suggestion. And from your edit saying you want it buffed, you probably haven't run into good Soraka players.
In short, she is working as intended.
