What are some good builds on skarner? I have seen so many ways he can be build and I understand adapting your build as needed but any framework?

IE;

Rush Trinity Force?

Gynblade? Rageblade?

Frozen Heart? Wits End?

What works best on him and what are his main item priorities?

AS reds, HP/level yellows, MR/level blues, ArPen quints or other...

There are a lot of build for Skarner, some like to rush Trinity Force, I prefer to go tanky.
I start with HP crystal, boots and tome, then I get merc treads and sheen.
after that, depending on the enemy team, I get glacial shroud or wit's end first... but I'll get both.
If I need more armor, I upgrade to frozen heart. If I need more MR, I get odyn's veil.
as last item, revolver to gunblade.

with sheen and wit's end, you'll deal enough damage.

My buddy who is so good with him uses 24/6/0 masteries. His rune page is pretty wacky as he doesn't even have good runes to be honest... His build is pretty consistent though..

Cloak and Dagger
Atmas

then, depending on which one he needs first:

But he also changes it sometimes based on opponents, as all good players should.

Skarner is AMAZING against teams that are heavily melee focused.

Shyvana however fares better than Skarner against mage teams.

Both are incredible heroes...... BUY BOTH!
