So I've noticed that the new skins are mostly on champions that fit the idea for the skin. But I was wondering if you guys first choose a type of skin and then decide which champion it would be good on. Or that u choose a champion and then start thinking about what new skin you could make for em?

Also is there a relation between how many summoners own a certain champion and how many times they will receive new skins? Or maybe just for the people that actually buy RP/Skins?

Not gonna lie, but the Veigar skin looks like it was based off The Warden from Superjail.
