I have seen posts on Taric as a top lane bruiser, which I found very interesting. So I have decided to do some research, which really suprises me. This is just for fun, don't go crasy on me -.-...
Taric's stats:
Taric base AD and AD growth is one of the HIGHEST (higher than champs like Riven, Jax, Alistar, Yi and such, the only one I see right now that is higher is Tryn, which makes him 2nd highest?), and his AS is actually also on the high end. Do the comparison yourself!

Taric's mechanics
Looking at his mechanics, his passive will give him more mana as you hit things, which will let you heal up for sustain in top lane. Taric naturally has good armor from his W passive. His E do more dmg as you get closer. His ult is close range atk that deal magic dmg and buff his atk dmg and ability power (+70 on each, which is almost a IE and NLR!). So chain this together and all of a sudden it seems to make sense?!

Taric's DPS build
So I decided to try a few different build on Leaguecraft to test out his stats. After some testing, I concluded that a hybrid build has the most sensible stats for a top lane brusier for both heal, burst and sustain dmg. I want 40% CDR on him (cuz his CD is sooo long, and I want Triforce to proc more), AD, AP and atma/warmog for HP and atk (this is important for zero range style play). I use triforce, gunblade and nashor for the hybride dmg. I tried sub in IE/BT/rageblade, but they just doesn't seem as good in overall numbers. You can do good dmg while still support team with heal and tank with this build.

Taric's sequence (based on my itemization)
Take Ghost and another spell. Top lane usually take teleport (but I have an urge to pick surge for Taric which I never use -.-).
Close in and stun at close range for max dmg (320 flat magic dmg, no AP scaling). Auto atk once for Triforce proc (150% extra base dmg, which is 275 + 181.5 = 456.5 AD dmg). Ult deals 464.75 magic dmg, and add 70 to AD and AP for 10 secs. Auto atk once for Triforce proc again (345 + 181.5 = 526.5 AD dmg). Shatter for 340 + 70 = 410 magic dmg. Auto again for 526.5 dmg. Heal and Auto for 526.5 dmg.

Sequence Total (no crit and no summoner spells, disregard armor, mr, and pens):
Time: around 2-3 secs to finish the full combo. The ult buff is still on, so you can still atk.
AD dmg: 1517.57
Magic dmg: 1303
Total dmg: 2820.75
Assume that you can continue to chase your enemy down with ghost, so the dmg doesn't end here. We know you are alive, since the enemy is stunned, and you can heal yourself.
I am not sure how armor, mr and pens factors in (I have an idea, but too lazy to figure out).
This stuff is just fun!
