I hear you on this, but you have to understand how some mages feel against heavy sustainers sometimes... Maybe they could make an AP item that would only appeal to strict AP mages and not the hybrid audience (to avoid double grievous wound debuff time), or they could increase the the CD for executioners calling and give the new AP item a decent CD as well? I'm not sure how they would do it, but as it stands currently it is very difficult to stop Ryze or Yorick as a mage. The main issue is that AP mages don't benefit from AD/crit items at all, thus making executioners a wasted buy, but most Tanky AD champs have AP ratios on their moves too thus making some AP items viable.
This then raises the question about how much an AD/hybrid is willing to pay for an strictly AP item. Maybe something costing 3-3.5k providing a good amount of AP, activated (or some other nonconstant method for applying it) grievous wounds, and something else (a lot of mana? %AP increase? idk, im not a designer, just an observer).
Most champion abilities that apply grievous wounds are AD as well, so executioners calling is already amazing as it is.
