An interesting re-work to say the least. But may I place a sugestion of not health but the cloth armor with the null-magic mantle to create the quicksilver sash and say at this point make it something that is like the old cleanse but not allow it to remove summoner spells.
This would make it useful for tanks like rammus and malphite more as they work mostly on armor for there abilities and passives while still making it useful for all tanks, like shen and morde.
From here allow it to be built into the "trinity force" for tanks. with the heart of gold a new item that has the same passive as heat of gold but uses the saphire cyrstal and a null-magic mantle (say lets call it the cup of riches) and the quicksilver sash, so there is a item that gives good health/mana levels, magic resist, armor, and the ability to remove all debuffs including summoner spells.
This then makes a item that is the original cleanse but is not to quickly available making it more balanced in early game fights. plus this makes quicksiver sash a useful item early on like heart of gold.
