Our legal system would give everyone a second chance. A small crime gets you a small sentence and a few stabs from a trident. Depending on the severity, your time in prison could be a very long time, and you may develop paralysis. However, if they were to try and act in a group, they'd be hunted down by several dragon-sharks.

Cthulhu's real alright. Though he's not exactly a monster. More of a giant... octopus-thingy. Considering his size, I'd doubt he could even make it to the surface.

Yes, my species is amphibious. And truth be told, we originally came from large lakes and rivers before our population started growing too large.
And while I do dry out, my trident can generate water. Summoner's Rift has a river too, so it's no problem.
