One of the things done in the last nerf to her ult (Nautilus' patch) was to increase the delay between ult charge usage.
The generally assumed reasoning was that it both made her take a bit longer to get her full distance dash off (if she was using it all at once for something like an escape), and also penalized people who were using her ult charges all at once instead of using them at the right moments by forcing them to take a little more time.
So, crazy idea, make the cooldown on Spirit Rush start at the initial cast. This way you are not penalized for hanging onto your ult dashes for the full 10 seconds you can. With the recent change to Lux's Lucent Singularity, this should be possible, and keeps within the idea that you should not be penalized for doing something smart with your abilities- especially with how reliant Ahri is on her ult.
