No but next time they queue up another solo queue will report them. Which is why they would end up with 5 games of reports even if it is 1 each. But it is 5 games.
I wrote this in other post but i ll repeat. What is you goal? punish them or prevent behavior? if they only do this once and not again then punishing them will not improve anyone's gaming experience since they don't do it anymore... Now you just want to ban then out of spite. And if they continue to do it then inevitably they will get more then 2 games worth of reports.

Irrelevant, i only see proof in front of me, not the X reports they had. If they were reported X times show me X reports.

Hmm yes you would be able to get away with it. But this would require quite a bit of precision on your part to pull of, and a such would be extremely rare.
On the other hand people false reporting happens ALL THE TIME. As i said i personally did it out of spite because i was frustrated, and i am not ahole by a long shot. So i am 100% sure that a lot of people do it on consistent basis.
So both sistuation have their downsides, but clever troll who trolls once a month or 30-40 falsely reported players everyone of of which has a good chance to get banned? Which is more problematic?
