EDIT: As much as I love 20 threads on Viktor Bugs, this one contains a lot of them, try bumping this over creating a new one. It'd be nice to redirect people to this thread or one with a more complete list if at all applicable. Screenshots and video caps of these bugs would be handy.
Power Transfer Bugs/Issues
-Power Transfer will stop mid-cast and not cast if target fringed it (came just in range of the cast and ran out again). This is a big issues since chasing a target simply becomes irrelevant. Most apparent when chasing with Q on smartcast, enemy is in range for portion of time, Viktor stops to cast, they leave range, and he stops the cast, rinse, repeat.
-Power Transfer will cast, damage and go on cooldown, cooldown timer will not display, making it a case of mis-judging which skills are actually up.
-Power Transfer will sometimes "Cast" with Augment: Power up, providing the movespeed buff, but no shield, damage, cooldown or mana consumption. This one is a nice bug... I mean "feature". It's not inhibiting play, but it's still a bug.
-Power Transfer Tooltip says "Returns portion of damage dealt as shield." Appears to go off 40% of potential damage, not damage dealt. Tooltip fix would be handy, as would a display of shield returned if this is working as intended. Otherwise, shield is giving more shield than intended.
-Power Transfer with Augment: Power seems to count portion of cast animation as a portion of the Speed Boost duration. Full duration of movespeed boost seems not to be met.
Gravity Field Bugs/Issues
-Gravity Field and Banshee's Veil have a unique interaction. Banshee's does not stop the slow, however it does stop the stun. Upon stopping the stun, the slow is "cleansed" for a very minor gap.
-Gravity Field's stun cannot be cleansed by Gangplank's "Remove Scurvy". ~Fendral
-Champions that can mitigate the slow are not receiving stacks up to the stun (Yi's ultimate as an example). (This bug is from a thread dated: 01-25-2012, not sure if still relevant.) If still occurring, may be rare.
Death Ray Bugs/Issues
-Casting Death Ray, the ray will not move from a stationary point. Occasionally also doesn't deal damage on it's intended path, but otherwise a graphical error for a good portion of these. Typically due to Death Ray colliding with terrain, sometimes not. Animation cuts at times, though damage usually carries through. Will happen on normal casts, more apparent on smart casting due to mouse movement distance.
-Death Ray will stop at walls if caster did not end mouse movement on other side of wall. Whether it actually continues to deal damage to targets on other side of wall is undetermined, the visual however does stop.
-Death Ray display and area hit are slightly out-of-wack on low graphics. Might not be an issue on higher quality.
-Death Ray will sometimes have delayed damage, hit occuring upon actual hit, damage occurring slightly after ray is done.
-Death Ray has targets-hit discrepancies (something that should be hit moves just out-of-area, deals no damage). Used to be more apparent, less an issue compared to then, but still happens.
-Death Ray sometimes pierces through Banshees Veil. Possibly when enemies are hit by it twice by running along it's track. May include spellshields as well. ~PKYG
-Death Ray's animation has gap in middle sometimes, may be due to terrain. ~Zalmout
-Death Ray's animation sometimes spawns what appears to be a Maokai Sapling. This video is the closest I can find, though the sapling itself actually doesn't always appear so clearly, nor last as long. http://www.youtube.com/watch?v=WrkTkfJz848
-Death Ray smartcasting sometimes is interrupted mid-smartcast ending before user finishes the cast, this can lead to misfired rays. ~Umezete
-Smart casting Death Ray sometimes causes direction to go haywire.
Chaos Storm Bugs/Issues
-Chaos Storm's tooltip may confuse new users, as it's X damage over each second for 7 seconds, not X damage each second.
-Chaos Storm may not be dealing correct damage on enemy champs, Reduces incoming damage by 2 Mastery may be affecting this readout, but I don't think getting hits of 0 is correct. Also watching damage ping gave readouts of around 20/20/20/20/20/40/20/20 for me at one point, said enemy was only being struck by the ultimate.
-Possible Bug with Chaos Storm and Galio's bulwark, Bulwark may be procuring a minimum heal point. Possibly intentional, healing seems out of proportion, since the hits are minor 5 damage about 5 times a second, healing should be strong to start, however near end of duration, healing should continue to reduce instead of flatlining over the 5 damage. If intentional, base-line heal amount in Galio's tooltip would be handy.
-If smartcast, Viktors ult can sometimes trigger twice. (Annie also had this bug, but it was fixed.) ~Svartfisk
May be casting up to 3 times it's potential.
Both clouds seem to be dealing damage, used to only be a visual copy, but now seems to be a damage copy as well.
(I believe it's the initial burst only here, but are there two clouds actual dealing damage? Or is it only a graphic bug?)

-Chaos Storm seems not to apply spell vamp at any moment during it's cast (It's initial burst seems like it should apply spell vamp, though the poke-dots may damage too little to apply enough. I'm not sure if this is intentional or not.)
-Did not silence a Lee Sin that it seemed to hit. Lee Sin was just using his shield hop. ~Krytical1
-Possibly not rewarding kills correctly, being a separate unit may be rewarding as if a minion takes the last hit. ~brodonalds
-Sometimes may follow stealthed/invisible champions. Notable is Akali, where it will track her location if it's locked onto her. It used to also not deal damage to her even though it was locked on. ~Satee (Latter portion of damage lacking is my own info.)
Other Bugs and Issues
-Damage readout post-game may be bugged. Case reports over 1 mil total damage in the readout, but only 150k magic damage and 30k physical. May not be damaging anything, however may keep going up somewhere, would need testing to narrow it down. ~kYsalis
-Lulu Whimsy caused Viktor to be kitty for entire game. This may be a Lulu glitch, combo'd with lag. Further testing needed to see if it's just Viktor and just that specific Lulu skin. Conditions of bug would have to be further tested.
-Viktor has minor errors in tooltips. Graviton Field should be Gravity Field, or the opposite across the board. Hextech Sweeper image does not display, however hovering over the space still provides item description. See attachment for this error.
