You see I'm not saying that this is a bad thing, diversity is always nice after all, but you have to realize something.
Dominion is just as popular, or slightly less popular than TT, and it has a Draft Mode. It's Draft Mode tends to have Queue Times of anywhere from 1 minute to exceeding 100 minutes. I personally had a queue time of 4 minutes one time on Dominion Draft, and I'm not even remotely close to high elo.
Currently what Twisted Treeline needs isn't Draft Mode, it's adjustments to the map to balance it out, as well as some advertising by RIOT. TT and Dominion both suffer currently from a lack of RIOT going "Hey guys, don't forget our cool other maps besides summoner's rift! Look at phreak totally jungle on TT!" and other such things.
I made a thread dealing with TT/Dominion and asking why they're underplayed.
TT, at the very least, seemed to mainly have a reputation of extreme turtling which ruins the overall gameplay as well as a lower group of viable competitive champions.

Still not an excuse to deny Normal Draft mode to TT players when it's offered to both SR and Dominion players.
Yes, they do need to fix the issues with "balance" (read: bugs) on the map. But they also need to up the rewards. People don't play it because it doesn't reward enough IP. The top 3 complaints I hear are:
1: Not enough IP reward. (One of the main reasons why Dominion is underplayed as well. At least according to the people I play with.)
2: Can't ban champions unless you want to play ranked. As a result, the same champions are picked time and time again.
3: The que times are horrid.
They need to up the IP. They need to offer Normal Draft mode. They need to fix the bugs that unbalance the gameplay. Yet, why don't they do this? They get more money from players that play primarily SR. They don't care because it's not a huge draw for players.
If it's that bad, then revamp it, stretch it, add another tier of towers for each team, and make it a 5v5 map. Then you can throw it into a "random map" option for 5v5 matchmaking and it'll get a lot more play. Heck, then you can give bonus IP for choosing a random map where you don't know what you're playing until you're in.
