EDIT: POSSIBLE FIX..
So far this has worked for me, but it's only been a few days since it has worked. Try it, see if it works for you also!

League of Legends Executables:

Special Note: These next two executables may be located in different directories depending on the current version of the game. I have bolded the section that may change.

Generic Instructions:

Unfortunately, there are many different types and versions of firewalls. It is outside the scope of this article to go into detail about how to configure each one. You may need to contact the make of your firewall to properly configure exceptions for League of Legends. Many vendors have guides on their website that explain how to setup exceptions for specific applications.

Generally it requires three steps:

Right-click on the firewall your system tray and access Options or Settings
Find a tab on Exceptions\Allowances\Applications
Add each of the four executables above. Be sure to give them "Full Access" or the equivalent setting.

Oh, and what makes it even more annoying is that if I am able to reconnect after ctrl alt deleting 20 times, I have ridiculous lag spikes of usually 20+ seconds. Perhaps its packet loss, but it doesn't happen on anything except for in League of Legends (skype, firefox, everything else is fine, hence how i'm writing this while "reconnecting")

hey man, i think we are having the exact same issue, only difference is, yours started in Ziggs patch, mine after Lulu, i didn't realize so many people already had this problem~

I think it's ISP related maybe, i dunno, I played Korean on NA and i met another Korean on NA, we literally lag spiked at the same time over and over, we probably had the same isp. I dunno, if they haven't fixed this by now, we gotta find our own way lol. Seems a lot of people playing from different countries is having the issue

but I must add a 4th problem - the game dies and I can't reconnect. But, if I can reconnect, i get problems 2 and 3...

I have the same issue.

Are you located outside of the US? I think it might be an ISP issue since I've re-did my computer, but I have no idea...
