Because you made is so that if you spam emotes it doesn't play the animation until the previous one finishes making it so that you can't pretend to juggle as Ahri or Leona or do other fun things while waiting for minions to spawn.

You can still loop the dances, but taunts, jokes, and laughs are no longer allowed to when I went into a custom game to test some of the changes in the patch and noticed I was no longer able to loop certain things which really made waiting for minions to spawn a lot more boring.
