Situational item only for someone who would have a use for crit? No, I don't think so. Everyone can at least use AD, even a caster has an auto attack.

It gives more than one stat, you know. And yes, everyone can use crit, though the champ changes how effectively.

I can count maybe 10 champions who could put EC to use effectively in its current form, all of them being melee fighters.

Quicksilver sash is a situational item. Everyone can use it.

You cannot say the same about EC.

If it built into a Legendary status item, people would complain about it less.

It's still a good item, though. For 500 combine cost, you gain 7% crit chance, 8% lifesteal, a low cooldown Grevious Wounds, and 32 magic damage over time. It also boasts the second highest lifesteal out of any item in the game, only behind a stacked Bloodthrister.

I think it's fine where it is. I like building it on Fiora, cause it gives so much lifesteal

I always try to leave room for one somewhere if I'm laning against a mundo or an AD sion up at top. Nice cheap sustain that ruins their sustain and gives crit along the way. It's a niche item that I feel is heavily underrated.
