The sale on Ziggs may be a mistake. A couple weeks ago the post on the website listed Eve as being on sale, but in the store it was actually Graves. If it is Ziggs, then twice in 2 weeks is just stupid.

Why do personas for skins that aren't going on sale?

You chose Corporate Mundo, Ghost Gangplank, now Secret Agent MF and yet those aren't the skins on sale. Wouldn't it make more sense to do, say, Blood Moon Shen persona? Stop misleading your users with false hope.
