So no, I don't think you can get banned for unorthodox champions (but I don't condone it in ranked matches), only for the way you carry yourself.
Say you were on my team. If you did go AP Hecarim mid, I would most likely report you. Why? Because you picked Hecarim while there are so many other champions that could fit that role better. In ranked, I want to win. By choosing a better champion for the role, you have just increased my chance of winning. By going a champion that does not fit the role, you're just asking for a report. By all means, go try your build in normals, ranked teams, and bots. But don't bring that stuff into solo queue.
For your one game of enjoyment, you've just ruined the game for 4 others. That's just selfish.

What if I want to AD Carry on MF but you think Graves is better suited? You'd be right, as he is pretty much flat better...but am I subject to being reported by you since you had a different idea as to what I should play? According to WookieCookie's posts and sort-of according to his vague email reply, I'm punishable if enough of my teammates agree that MF was a bad choice and that I ruined the game.
A better example might be, what if I want to take AP Ezreal mid? Is he "good enough" for you not to report me? Where do you draw the line? which champions can I pick? What items may I buy on them?
you see now how this behavior when backed up by riot suspensions/bans, is enforcing a certain meta on a game which is all about an evolving and growing new strategies. Surely you can see why this is a bad idea.
