teemo wont use smite. he is simply going their to disrupt the enemy junlger. teemo is not jungling himself.

Jungle Teemo starts slow and has some underwhelming ganks, but once he gets to level 6 and starts shrooming your jungle and the enemy's, it's HILARIOUS.
