I was going to ask how Polaris shifts between his moon and sun phases, but then I read the footnotes. Overall, you have a very promising concept, but the overall writing feels a bit too shoddy to fully understand. You may wish to consult the LoL Wiki to get a better idea of how to format this concept. I'd also like to see a few quotes or something.

seems a bit way op. The moon glaive seems similar to the old Sivir which they took out because too op. Seems like he has way too much slows, stuns and blinds lol Nice idea tho

There is:

1 micro stun (.5 seconds) from his ulti.

1 micro fear (.5 seconds), or 1 blind (2.5 second max) from Q

10% slow from basic attacks (Which can hit 5 people with E), or a every third hit blind (With a every 5th attack doing 65% [max] ad with a 1% [max 6%] of max health burn with E).

1 30% slow, or MR reduction (max of 25 points) from W.

^ Sorry but I don't see this as being OP. Since he has only blinds and a life burn in one mode, and a slow, and a micro fear and stun in the other.

Please explain if you believe otherwise.

Sometime that micro second could cost either the game or fight and you have a lot to mess with people. With proper preparation you could maximize the damage and CC which in turn will mess up the opponent team. I for one support this champion of sun and moon.
