Probably Ionia since I don't think he was aligned with the government of Freljord, he merely grew up in the region.

They're on opposite sides of Valoran and are short on ICBM's, so I don't see them coming into conflict.

Well, they'd never fight. But if they did, Udyr would side with Ionia.

He grew up there. He learned everything there. Everything important in his life is all thanks to Ionia: He was simply born in Freljord. Thats it.

We have champions that can harness space itself to attack enemies.

I don't think the lack of ICBM's is a issue.
