Sivir or soraka I find really work well. If you can manage to spell shield his e you auto-win trades as sivir, if he catches you with it then start running and you should be out of range after blocking the first acid hunter. When fighting when he misses the E, move between attacks to dodge his q and you should have no troubles. As for soraka, silence and laugh. Her armour buff really useful too when getting hammered by missiles.

Urgot is extremely strong and his ability to dominate a lane is stratospheric, but I'd rather lane against an Urgot than a Yorick because at least some counterplay exists: dodge the grenades, and rush boots so you can dodge grenades better. Against Yorick, what the **** do you do? Try not to lose your tower, and hope he doesn't ult himself and dive you?

Some suggestions for laning against Urgot:

Long range mages like Maokai, Gragas, Lux, and Janna can clear the creep wave from a safe distance.

Strong bruisers like Olaf and maybe Jax, Lee Sin, and Sion can jump on Urgot and just kill him. Urgot's powerful harass won't help him if you're going to go all in and kill him fast, without giving him a chance to whittle you down.

There are 99 problems with Dominion and Urgot isn't 1.

urgots fine just dont 1 vs 1 him
just hold bot if he's bot and call in for ganks from your mid runner

if he's top , just zerk him down he cant shield or lower damage against many opponents

dominion is not really looked after, they don't make money off it so riot doesn't really care about it
