Second, how does it hurt Riot to allow all champs to be available in all-random games? You can't play all-random in normal or ranked games. People would still have to buy the champs they want for these modes. You could argue that it could help them, actually. It gets people trying new champs, which could lead to them discovering one they like and end up buying.
Anyhow, the main point of my whole argument before is that you are basically asking for things that go against ARAM itself. If you don't like ARAM, don't play it. There are a lot of people who do like it, even with all the quirks and imbalances inherent to the mode.

No, I like a lot of aspects of ARAM, just not ones that are clearly broken. That's like if someone was getting Disgaea-level damage on a Final Fantasy game.
And do you honestly think it wouldn't get to the point where some people would make an account just for ARAM? More importantly, do you think they should make a game mode solely for level 30's? Sure, that's what you see from custom games nowadays, but how is that a healthy thing to cut out a lot of the community.
The problem is they *wouldn't* have to buy all the champions for *this* mode.
If people were only or mostly only after the ARAM gamestyle from League after a certain point, why would people bother to buy champions? Part of the fun of the game mode is in receiving people at random, but if a slew of champions were at their disposal without having to purchase them. It'd be like the effect of free champions for the week, only amplified immensely.
