I took 4 points in the AP mastery... I did not start with 4 points of AP. I took no AP runes so should have had 4 points.

EDIT: Confirmed multiple times with multiple champs. This is really a big issue.

Does this affect you in live?

I'd also like to confirm that whether or not you get the expanded mind mastery or not, that energy champions (I have only tested Lee Sin but I think it is the same for other champions), have 10 extra energy (210). I tried it without the mastery and I had 210 energy, and I tried it with the mastery and I had 210 energy. I checked multiple times and made sure I was on the correct mastery pages. But there is a glitch with the expanded mind talent.

I also get 3% lifesteal with no lifesteal related runes or masteries sometimes (it may be all the time). Trying to pin down conditions exactly.

EDIT: No, live works properly (at least it did yesterday). Issue seems limited to PBE.
