Bought PFE on PBE, and played a game with him. Tried to change my Summoner Icon to the PFE Exclusive, but it is not there.

Are these not for testing?

the exclusives are not for testing.. only if you bought it in the live server you will get those.

The chances there being a bug that wouldn't come across on Riots private testing sever with something that minor is so small..

Odd, because I have the exclusive. But it just says "Placeholder". Maybe just a glitch for me? I switched to it immediately after I bought PFE.
