Cho would seem to be a good counter, with his cc and hp stacking.

All you'd really have to do is build armour and just cc her till bored.

If you want to counter Fiora, follow these basic steps.

1. Buy Ninja Tabi

2. Win Lane, if you are not winning lane after Step 1 go to Step 3

3. Buy Warden's Mail and return to Step 2.

fiora is one of the worst champs top, not to go against but to play. Ninja tabi boots and a chain vest at start of game will counter her almost completely. harass her and don't let her get the minion kills and get those two items and she is basically done for unless you are completely brainless

Fiora has a lot of counters, and as someone who plays her, it is very frustrating. She was designed to counter AD tops like Gangplank and Nasus but is completely shut down by any AP top lane champ or ones with reliable CC. It's pretty shocking actually that Riot would design such a flawed champ that is so easily countered no matter the skill level of the players.

Jax (to dodge her ult/Burst of speed) and Rumble (tanky AP) render her pretty much useless. Teemo also normally shuts down melee heavy champs and it's even easier for him against Fiora. If you're playing Fiora against an AP Teemo, you must switch or prepare to surrender at 20. You will get no CS and probably feed.

Anyone who says Jax counters Fiora, is a very bad Fiora.
The counters to Fiora are mainly Yorick, Olaf, and the occasional Teemo.

Hecarim does surprisingly well against her.

Initiate with cloht-pots, then level ur w and q... and just let her initiate trades but make sure u are in your minion wave. She will pretty much lose the trade or go equal. After u get ur ninja tabi and ANY dmg item... she becomes just hopeless against u in trades,
