I don't think this works well at low elos. The reason for this is most people don't understand that when the enemy team sends people bot to gank you, they shouldn't come help but should instead continue to pressure top and the enemy mid. Instead, your entire team leaves top to come "help" you, letting it fall. I can't tell them to not come, they don't listen, at all, and even call me names or rage for "failing bot lane."
Even worse is you're still reliant on top to go well. If top lane fails and they are losing really badly, often what happens is, it frees up resources for the enemy team and they can send team members to bot lane to harass you. Meanwhile, team Derp Express top can only barely manage to hold mid turret against 3.
At low elos, a "send two bot" strat seems to be really effective, because simply put, no one really knows how to handle that situation correctly.
If you're top, that leaves you with more map freedom, and more of an ability to go where **** can actually get done.
