When i go to buy Runes i can only buy tier 1 runes. It says i need to be level 10 for tier 2 runes, and i need to be level 20 for tier 3 runes, and i am a level 30 summoner D;

Can Somebody help me fix his bug or problem

This has been happening to a few other people also, best thing I can tell you is to contact support. See if they can help you.
