Level 1.
At level 1 you only have a single skill and your passive. Depending on who you are your cooldown of that skill determines how powerful you are when it comes to the damage output you have. Certain characters, such as Blitzcrank, also have survivability at level 1. Now, when you jungle you have to worry about first level ganks. If they don't do such then you'll lose out on experience, but if you fight back you may have no chance to win. A blitzcrank with anything such as a mana crystal or doran's shield (which he never buys) can have 2 almost equal health bars. With his grab it makes him one of the most vicious champions in the game at low levels. So, what do you do when a team with 3 forms of cc that also deal damage come into your jungle? You leave. You can't fight. Adding in the fact that the jungle gets completely locked down on that side at this point you're unable to do anything. It requires one summoner skill for most champions to jungle so the best you can do is flash. In which case Blitz's grab goes a longer distance than flash. Tarics stun is terrible here. Alistar with his passive becomes absolutely brutal in the skirmishes. Everyone involved gets assist gold and thus the game begins. This is a lame strategy that I personally think is no fun. Oh, you have a jungler, well, good luck having a team that has low cd cc at level 1 otherwise you're probably going to get mowed over. Either fix the characters that are destroying jungling (it's no fun) or fix how easy it is to jungle. It's becoming so expensive to ward it's starting to feel like suppot can't even play the game, just ward. In which case people have to pick support that can sustain too well on their own such as blitzcrank again or soraka. If you try to say that support should be able to ward this then fine, but that's 75 less gold. Even if you know they're coming it can still ruin the game for you. Setting them up might be a nice plan, but truthfully, unless you can stun you have nothing on them. Then the jungler can't catch up on what they were doing because they're underleveled. They remain underfarmed because after the blue is gone it's left with 1 minion in most cases where you can't even get a respawn. So when it comes down to it jungling is just too dangeorus and doesn't have a big payload anymore because warding is so common. No wards?
