A buff to make Boots of Swiftness a viable choice

Why do people buy Boots of Swiftness? What is their draw? The answer is the highest increase to base movement speed that remains active in combat. These are the boots you buy if you want to be moving fast all the time. So here's a buff I've heard suggested before that I quite like.

Boots of Swiftness

  • UNIQUE Passive: Enhanced Movement 3
  • UNIQUE Passive: Reduces the potency of incoming slows by 20% (does not effect slow duration).

This makes Boots of Swiftness a great item if you worry about chasing, escaping, or just maneuvering around a fight against a team that contains one or more drastic or persistent slows. If you would be slowed by 40%, you'll instead be slowed by 32%.

Mercury's Treads do nothing against persistent slows. Ever get chased by Ashe? Or Gangplank? Or anyone with Frozen Mallet or Trinity Force? If the slow is re-applied before the effect ends, Mercury's Treads are useless as a defense.

Ignoring unit collision would be nice. I get them when I play Taric if the enemy has low cc, I often play the tanky healer so when I've soaked up enough damage I need to gtfo and heal up.

No, his thought is pretty nice. Mercs reduces the duration of CC, however still leaves you CCd, and is slower. The reason you get boots of swiftness is to kite people, the main fallback is if you get slowed or gap closed. This at least makes slows on you less potent.

Not sure if this would be enough though, since gap closing is still a huge bane...

Still not viable, lvl3 movespeed bonus doesn't do much midlate game where you already have triforce/PD/lichbane.
