Fail mode warning:

Really? Are you this naive? You just made this mode terribly and irreversably one sided. This means that you have 5 vs 2, and those 5 only need to take away ~90% of each of the seekers HP? I repeat, really? So now hiders don't hide, they build attack damage, gank those to poor suckerz, who are trying to have fun, leave them with X% health each, and game over...

Please change this. Or at least explain how you imagine this working out to create a fair game mode, because whatever you imagined, it aint happenning.

Maybe making hiders only be abble to get non damage items will balance that mistake.

My suggestion for items that hiders can have:

All boots ( - Sorcerer's Shoes)
Phantom Dancer
Shurelya's Reverie
Force of Nature

All armour items ( - Atma's Impaler, Sunfire Cape, Wriggle's,Madred's )

Any item that doesn't have more than 20 AP/AD

I agree, the 5 can camp together and drop the seekers to low hp without getting hurt and they can just repeat that till they win.

Yeah, right until you get to here:
"-Hiders may use all of their abilities and auto attacks against the Seekers"
"-Hiders should work together to stay alive and force the Seekers to recall"
it's bad.

This promotes the camp in bush, try to murder seeker mentality. This is anti-fun, because it's needlessly making the game a chore of returning to base for no reason for the seeker, while the hiders have only one option: clumping together to chain damage.

In a perfect game of Hide & Seek, the Hiders would not do any damage at all. Maybe Seekers have 5000 armour or something so that CC can be applied; or seekers are just immune to all damage and hiders have to rely on the CC on spells alone instead of frozen mallets and rylai's.

The most fun in Hide & Seek is finding a nice hiding spot, predicting where they're going to search stealthily moving around, running away and juking. All of this has counter-play, so it's fun for both sides.

Forcing seekers to go back is only fun for one side, just as seekers camping your base is only fun for seekers.

Why is Clairvoyance banned and Hextech Sweeper, which basically does the same thing, not banned?

Also, only one oracle on the seeker team seems better instead of "any item is allowed".
