No, they don't. These are minions that had been spawned before the point had been neutralized, having taken some time to make the trek after dispatching the enemy minions in the middle.

I thought he was referring to Captured Points spawn minions..while Neutral ones do not?

Iink he is referring to minions that resemble the axe wielding maniac spawn. Those are not minions but legions of derpy Darius players. They steal teh last hits on other minions for le gold.
