how do you do "glows" on art using photoshop, e.g. the blue light from the crystals on earth rune skarner. I can't seem to get an effect similar to it.

Not a Rioter, but I do know the easiest way to make a glow is photshop is to right click the layer you want to glow, select blending options, go to outer or inner glow. pick your colour and play with the settings til it looks just right. Or you can manually add a glow by doing a few layers behind the object and gradually lightening the glow inward. (eg. Blue to white)
