I haven't played a normal PvP match since june, and have received my weekly stipend almost every week.

Almost all of my games are customs - and very rarely a bot game if I want to try something specific.

I do, however, believe you don't get more ip/rp unless you've spent what you already have. I've never logged into two weeks worth of stipends, even if I hadn't logged into the pbe for two weeks(i hadn't played the PBE since Diana's reveal until today - however, I have logged into it since to buy Rengar and the skin while it was still 10 rp).

if I only play bot games, will it count? cuz I havent received mine yet.

I'm not sure were its mentioned but sometimes you will receive your stipend at the end of the month or when a new patch is realeased may not always be weekly.

I've given up normal PvP for about 3 weeks - only been playing Proving Grounds in customs and I get mine every Monday without fail (coz I live in Australia I suppose its Sunday US time)

Custom games count just fine, you need to spend your IP and RP. They then give you more of both so that you are regularly using the store, which in turn sends them logs, so they can keep the store and its contents, bug free.
