Honestly, I never see Viktor outside of free week, I don't think they'd focus on his skins until they do a rework

Or they could rework him and put out a new legendary with it (Battlecast Overlord?! RIOT PLS THROWING MONEY AT SCREEN) in hopes on making him more played and creating new sales.
