I'm not sure. I think a lot of the problem with the jungle minions has to do more with the fact that Riot never really acknowledged jungling as a mainstream 3s idea when they made TT. Because of this, the jungle is just bizarre.
First off, the camps can continue to be randomized, but there's no reason that they can't get the same revamp SR jungle got; the largest minion should give a mana and hp restore. This will make jungling easier for those who aren't sustainable with the current setup, and it will illuminate the possibility of jungling and the importance of the jungle to new TT players.
Second, the Dragon is a game changer. Ignoring the buff, an easily soloed 890G team boost at an early level is just too much on its own. When you examine the buff the dragon gives, a level scaling damage% increase, there is just TOO much chaos for a short range melee like TT.
Don't get me wrong, I love that TT can be decided in a single battle, even if the victor was down dozens of kills, but the ease of the dragon's death and it's spawn timer make for a game no team can really design for proactively.
To make TT popular, it has to be E-sport worthy, and until there is a DYNAMIC jungle and a reason build your team with a jungler, TT will continue to be in the shadow of every other advance LoL makes.
