The Champion who possesses a global ultimate is given an enchanted lens that they are to use. Making an example of Soraka for simplicity's sake...

Soraka begins to cast Wish. She makes clear her intention to heal all of her allies, and channels a powerful burst of healing magic. The enchanted lens then absorbs the ability, splits it into a number of charges equal to the number of allies she has (including herself), and sends all of these charges skyward. The skyward bursts of magic descend on the allied champions, blessing them with the healing magics of Wish. Because of the fact that her magic is launched, each charge seems to have a brief delay between champions on occasion - this is perfectly normal.

How does the magic of Atma's Impaler work? That is, why does it give a bonus to attack based on the equipped Champion's maximum health?

Atma's Impaler is a sentient weapon who favours different owners to varying degrees. It's original owner was a legendary warrior of great fortitude and strength who one day got killed by an assassin. Atma's Impaler forever shuns those who are weak for they remind it of Atma's assassin. The weapon now purposefully hold itself back based on how weak it believes it's owner is, but will show more and more of it's true strength as it's wielder becomes stronger.



Why does silence prevent the usage of all abilities and Summoner Flash? Why doesn't silence block out other Summoner spells?

Silence only cuts of most of the connection between the summoner and the champion. So summoner spell flash that most champion normally cannot do on their own is not allowed. However, other spells can be used because the same reason auto attacks can still be coordinated. Champions, during the loading screen, are given specific instructions by the summoners who to attack and when to call upon a spell, which the summoner will then use during a silence.

Because in the Fields of Justice, the laws are bent and Summoners using auto attacks can use their Summoner magic to bend the projectiles. Dodge was also in the laws of the Fields of Justice, in which the law was removed. Blind is still a Field of Justice law, so that explains it. (That was hard, don't expect me to know why the law of gravity exists.)
Why do Yorick's ghoul only have limited lifespan?

Yorick's ghouls last only a short period of time for two reasons. In the case of a Revenant of a champion, it is because Yorick's powers are limited, and he is unable to maintain the duplicate indefinitely without draining his own lifeforce. When the champion dies, the Revenant's refreshed duration is then dependant on the little remaining lifeforce he was able to extract from their corpse before they died. In the case of his omens of Famine, War and Pestilence, their limited duration is owed to the fact they are entirely artificial magical constructs formed in the guise of corpses, which Yorick has mastered the art of generating. Due to the muscle memory he has dedicated to shaping them just so, he is unable to deviate from the designs and thus their duration without the influx of magical energy a patch can bring.

Why are Caitlyn's shots able to pass through enemy units until she takes the time to drop to a crouch and aim them?

It's not a matter of crouching and aim, it's the type of ammunition Caitlyn uses during Ace in the Hole, she uses is special type of munition that when fired has, massive stopping power but very low penetration, the bullet fired also has the capability to travel a very long distance without losing velocity but also has a very large kickback forcing her to need to get into a position to help he withstand the kickback itself.
