Hmmm... You may want to try deleting all of the contents of LOLPBE and reinstalling it. If that doesn't work, you may have a firewall blocking PvP.net from downloading the files from the internet. Or maybe you don't have enough hard drive space, which would be a silly answer.

It didnt work at first at my comp 2...
But it worked somehow hahah :P
you know i like to be afk
i was afk for like 1 hour after i started the pbe client
when i came back it showed that what you wrote in the description
i closed it and restarted it and waited (go afk) another hour and it worked
maybe you do just have to be patient and like to go afk

I have literally looked at every FACKING FORUM. league is trash their servers suck and they have so many problems like this..... so frustrated SOMEONE FROM RIOT DO YOUR JOB AND COME UP WITH A SOLUTION.
