I am level 20 and I love jingling as him . If you have experience jungling get him but if not wait on it

Just make sure you learn him thoroughly before setting him aside labeled as weak.

Lee sin is a very fun champion that can jungle quickly and reliably and well as being a strong solo top with great mobility, damage and sustain. However, he has a very high skill cap and requires smart thinking to use his mobility to his greatest potential. As a result, take some time playing him before judging his 'strength' in the current meta. Imo i do not regret buying him and can carry lower elo. If you are level 20 then get some attack speed runes before jungling him as it speeds up his jungle alot.

wait until levle 21 to buy runes thats whe teir3 unlocks

jungle lee doesnt use attack speed reds at all thanks to his passive.

run
flat ad quins
flat armour seals
6 armour pen marks
3 flat ad marks
either flat magic resitance or mr/lvl glyphs.

this optimizes his damage from spells and his skill set. plus auto attacking the armoured creeps

lee is defeintly worth buying however he does need a significant time investment to become proficient with {a few hundred games.}

if u want to take the time and dedication to use him well, then by all means get lee.

for me he is my "main" jungler and i love his tool box that gives him high mobility and brute force nuking power. as well as the abilty to build tanky and still surive and deal significiate damage through out the game.
