We already have a language filter (albeit an optional one). Riot could simply filter names that have inappropriate words through the database and ban/delete names that are found offensive.

It's pretty simply and doesn't require the Tribunal.

One way to mitigate this would be to have Riot review the case if it was punished in order to determine whether or not the name was a legitimate reason for punishment. If it's not (but the player was punished anyway), and the reporting player has a tendency to abuse this, then their ability to report for "innapropriate name" (but not other reasons) would be suspended.

Of course, they could just create a system in which name reports are judged seperately, in a case based entirely on their name with no other info provided (though the same case could also get in as a regular case if they're reported for other stuff in the same game).

We are going to eventually re-direct Inappropriate Name reports straight to Player Support and they'll just change the player's name.

It'll bypass the Tribunal.
