Don't go that deep in offense on many junglers, but vampirism out of the two is usually better.

Almost any talent in the offensive tree is better than havoc. Its a **** talent for 3 points.

This is pretty accurate; the damage from Havoc is only useful on champions that have absurd damage, e.g. your AP and AD carries. Unless you're doing a tanky kill lane bot and a sustain tank top while your AD jungles, a jungler with Havoc is wasting his mastery points.
