I believe its consistency rather then amount. I've heard people get it at like 30, some say they got it on 25, some say they have 30 but haven't got one yet.

Everything with the honor system isn't based on the number of honors you get. It's based on the rate in which you obtain them. If you gain honor at a decent rate based on how many games you play, you will get one of the badges.

This way someone can't just have 100 honor in a month and be an honorable opponent if they play 500 games (hyperbole).
