Is Warmogs so OP that you can buy it on Proving Grounds but not in Dom? I thought that PG used Dom items?

It doesn't fit with domination, because you could easiley sstack them with armor/mr and just cap points with the dominion spell.

Warmogs is just health. WIthout resistances its like a .5 delay before death in some cases.
