Going to ESC - Interface - SHow HP did not solve my issue.

Ctrl+L I think is the shortcut to show/hide HP. Try that.

That brough back HP bars on Champs, but not on Minions.

Just 'L" doesn't work? Since you have to press it more than once to toggle on both the champions' and minion' HP.

try ctrl + L or just L ? try toggle it on and off
