Elise had the time to build up a cult between the time she found the shadow isles to now. There is a great possibility that in-canon, Elise visited the Isles years ago, rather than right now.

I think we're forgetting that Elise is older than she looks! Went she first went there, it must have been long ago when they were still believed to not exist.

She's been sacrificing people for power and youth, so she is probably very old...

PLUS The Twisted Treeline just recently "moved" to Zaun. Before, all the chaos in Zaun warped nearby nature, causing the treeline to become twisted, and creating Maokai.

People don't want to believe it truly exists. It's a coping mechanism for dealing with their fears. Psychology 101.
