Is changed voice-overs the only difference between regular skins and leendary skins?

A lot of regular 975 skins have particle and animation changes lately, and I feel the only clear distinction between them and Legendaries is voice-over changes. Am I off?

Some of the old Legendaries, like Gentleman Cho and Brolaf, just have voiceovers and new models.

Almost all of the new Legendaries have completely new particle effects in addtion to voiceovers, like Battlecast Prime Cho and Gatekeeper Galio.
