Of course he is overpowered, Riot said so... here is a bunch of quotes from Morello about Heimer:

He makes the first 15 minutes of the game no fun for anybody else.
His laning is toxic.
His method of passive dominant laning is totally overpowered and ANTI-FUN
He was a mistake and he is ruining the game.
He can counter anyone in lane and just inch his turrets up to the tower with no way to stop him.
He makes it so games are decided at champ select.
His defensive playstyle stifles the game and discourages engagements and kills, stagnating the match and ruining the fun for any other players. That kind of gameplay could be argued as fun for Heimer players, but turns it into molasses for everyone else and removes action.

But seriously though, he IS overpowered... he can dodge skillshots with his /d!

i play heimer as main , thoo still at low elo.

i got 57 games with him... 37 win 20 defeats, 64.9% win rate.

Hes not op , and not even close he actualy needs some improvements, like granade travel time , and AI turrets.
